The programme at a glance

Dominica has the lowest starting price of the five Caribbean programmes: USD 200,000 to its Economic Diversification Fund for a single applicant. The alternative is approved real estate, which cannot be resold for three years after the grant.

Many people look up the passport rather than the programme, so this page puts the travel picture next to the price. In 2026 it changed: the US suspended most visas for Dominican nationals, and the UK has required visit visas since 2023.

Travel and the passport

For short Schengen trips a Dominican passport needs no visa. The European Commission has named Dominica's investor scheme among those to examine under its visa suspension mechanism. The UK has required visit visas since 19 July 2023.

A US proclamation suspended entry for Dominican nationals as immigrants and on visitor, student and exchange visas from 1 January 2026, citing citizenship by investment without residence. For anyone who wants the passport partly for US travel, this is the deciding fact.

Who can apply

Russia, Belarus and Yemen are barred outright, and so is anyone from Northern Iraq. Iran, North Korea and Sudan are refused unless the applicant has lived outside the country for ten years, holds no substantial assets there and does no business with it. Applicants who qualify under those conditions may face enhanced due diligence.

Not accepted: Russia, Belarus, Iraq, Yemen. Accepted only under conditions: Iran, North Korea, Sudan.

Who can be included

Spouse, children and parents or grandparents over 65

Parents and grandparents must be over 65 and substantially supported, a higher age than most programmes. Adult children up to 30 qualify if they are in higher education. Children born or adopted after the grant can be added later.

Process

How the application runs

Every application goes through an agent the unit licenses; the list is public. The unit puts the whole process at roughly three to six months, an estimate it says it cannot promise.

  1. Due diligence, interview and processing fees are paid with the application.

  2. Within 30 days of approval in principle, the fund contribution is paid, or the property purchase completed.

  3. A certificate of naturalisation is issued to each person.

Adding family after citizenship

Dominica prices late additions separately, and adding someone later costs more than including them now. A baby born or adopted after the grant can be added at any time; since S.R.O. 46 of 2025 there is no longer a five-year cut-off.

A spouse married after the original application needs a new contribution, processing, due diligence and an interview, with extra checks on the original applicant if more than a year has passed. Leaving a qualifying relative off the first file to save money rarely saves anything.

Payments can be made in euros or sterling as well as dollars, provided the amount is at least the dollar figure; bank charges fall on the applicant.

Questions people ask

Can a Dominica passport holder travel to the US?

Not on visitor, student or exchange visas, and not as an immigrant: a US presidential proclamation suspended those categories for Dominican nationals from 1 January 2026. Other nonimmigrant visas are still possible, with reduced validity.

Does a Dominica passport need a visa for Europe?

Not for short Schengen stays: Dominica is in Annex II of the EU visa regulation. The UK is different and has required visit visas since July 2023.

Can I sell the property after getting citizenship?

Not for three years after the grant. A property that has already been used for a grant also cannot qualify another applicant for five years.
