Overview
The programme at a glance
Until 31 December 2026 the main applicant's contribution is a reduced USD 90,000, under a Cabinet designation called the Iruwa Initiative; the standard rate applies after that unless it is extended again.
The programme's Act dates from 2024 and states its purpose plainly: economic development and climate resilience for the republic.
Benefits
What it offers, and what to weigh
Advantages
- Visa-exempt for short Schengen stays.
- Grandparents and siblings can be included.
- No residence requirement before or after citizenship.
Worth knowing
- The reduced rate ends on 31 December 2026 unless extended again.
- UK visit visa required since December 2025.
- The high-risk country rule names no countries, so eligibility for some nationalities cannot be read from the rules.
Travel and the passport
A Nauruan passport is visa-exempt for short Schengen stays. The UK has required visit visas since 9 December 2025, saying the decision was driven by the new citizenship-by-investment programme.
Eligibility
Who can apply
No nationality is named. The regulations instead exclude anyone who is a citizen of a country “listed in the United Nations Security Council Resolution as a high-risk country”, without naming the resolution or any country. Since March 2026 the minister can also refuse an application directly.
No nationality is named as barred on the official page, checked 4 October 2026.
Family
Who can be included
Spouse, children with no age limit, parents, grandparents and siblings
Nauru's definition of a dependant is unusually wide. Since December 2025 it includes grandparents and siblings as well as parents, and the Act sets no age limit for children.
Process
How the application runs
Applications go through a licensed agent; the programme office will not consider one that does not. The office is in Yaren, with an overseas office in Auckland. It says approval typically takes three to four months from submission.
A licensed agent files the application with the application and due diligence fees.
An approved due diligence firm interviews the principal applicant, by video or in person.
Approval in principle, typically three to four months from submission.
The contribution and passport fees are paid after the approval letter.
UAE residents: print the document checklist before your consultation.
